EU is expected to lift anti-dumping duties on energy-saving lamps for environmental protection

After a fierce debate over a long period of time, the European Union reported on August 29 that it is expected to cancel the anti-dumping duties imposed on Chinese-made energy-saving light bulbs for six years. After several bargaining, the pros and cons have made one step. That is to say, the real exemption of this punitive tax project still has to wait for one year, in order to give the EU manufacturers an adaptation period. The proposal is currently under consideration by Member States.

In July 2001, under the joint appeal of a number of lighting companies in the European Union, the European Commission began to implement punitive tariffs on Chinese energy-saving lamps on the grounds that products were below normal prices and violated market norms. As soon as the news came out, a number of Chinese energy-saving lamps were blocked. Many manufacturers either chose overseas OEM production to detour to Europe, or simply gave up the EU city. According to statistics from the EU between July 2005 and June 2006, 69% of energy-saving lamps on the market are produced in China. During the committee discussion, Trade Commissioner Mandelson’s position on the cancellation of anti-dumping duties was very firm. He said that the release of China's energy-saving lamps is for the long-term interests of the EU countries. In March this year, at the EU member state summit, participants reached a consensus on reducing EU energy consumption by 20% by 2020 and decided to make concrete efforts to this end.

If member countries replace old-fashioned light bulbs with energy-saving fluorescent lamps, the energy consumption will be reduced by 60%, and the EU's carbon dioxide emissions will be reduced by 23 million tons per year. However, local products in the EU countries can only meet 25% of the market demand, and are generally expensive. Under the burden of taxes, the price of light bulbs in China, the main producer of energy-saving lamps, has also been raised by 66%. As a result, consumers still tend to use cheaper ordinary light bulbs.

In the first round of the panel of experts at the end of July, Mandelson finally got a support vote to reverse the situation, although the advantage was weak.

Behind the proposal is also hiding the competition within the manufacturer. For example, the famous Kang Cai En Phillips company, because of the huge production of energy-saving lamps in China, of course, for the cancellation of anti-dumping duties, both hands agree. Osram, a subsidiary of the opposition Siemens, is also made in China, but the production ratio is much lower than that of Philip. According to Chinese lighting manufacturers, the joint complaints of EU manufacturers six years ago were behind the scenes of Osram. In order to completely block Chinese companies from outside the EU, Osram even slammed the trademarks of individual Chinese companies.

The current proposal is a solution to the moderates advocated by the stakeholders. The World Wide Fund for Nature, which has repeatedly pressured the matter, criticized it as a compromise, and the EU's efforts to improve energy efficiency and climate protection have been discounted.
