According to reports, Wuxi Xiong, Chairman of the State Electricity Regulatory Commission, stated at the “Regulations on the supervision of energy-saving and emission reduction in the power industry†that six measures will be taken during the “12th Five-Year Plan†period, including the promotion of automatic on-line monitoring of coal-fired unit flue gas. The system construction will timely monitor the discharge of pollutants from power companies.
Timely Monitoring of Pollutant Emissions from Power Companies The current problem of energy-saving and emission-reducing power companies is that the policies and regulations are not perfect or are not implemented properly, which affects the enthusiasm of enterprises in energy-saving and emission-reduction. In order to improve the management level of energy conservation and emission reduction, Wu Xinxiong proposed to promote the automatic on-line monitoring system of coal-fired unit flue gas, strengthen the interconnection of the on-line monitoring system for coal-fired generating units and the electricity regulatory agency, and conduct timely monitoring of the pollutant emission of power companies. The power generation enterprise shall, in accordance with regulations, build an automatic on-line monitoring system for unit flue gas, set up monitoring points as required, ensure the quantity and quality of information collection, and ensure that the uploaded data is true and reliable. The power grid shall comply with regulations and cooperate with relevant government departments and power regulatory agencies in the assessment of energy-saving power generation dispatching and desulphurization (out-of-stock) electricity prices.

Flue gas desulfurization facilities are required to cancel the flue gas bypass according to regulations.
