In France, people use 7.5 degrees of electricity from nuclear power for every 10 kWh of electricity. At present, there are 59 nuclear reactors in France. The 59 nuclear reactors are constantly sending French people cheap and clean electricity every day. The electricity, which the French themselves cannot use, often sells to neighboring countries. At present, France is the world's largest net exporter of electricity, and its carbon emission level is far lower than that of other developed countries.

This situation was unthinkable 40 years ago. In the 1970s, France’s electricity was mainly generated from oil, but their own oil resources were very small, and most of the oil needed to be imported from the Middle East. In 1973, when the oil crisis in the Middle East broke out, Opec raised oil prices fourfold in one year. This is undoubtedly a fatal blow for France.

France built 56 nuclear reactors in 15 years

At that time, the Prime Minister of France was Mesmer. He was at a critical juncture and boldly proposed an almost crazy huge nuclear energy development plan. The plan stated that by 1985, France would build 80 nuclear power plants, by 2000 it would build 170 nuclear power plants, and finally realize the grand goal of all French power provided by nuclear power. This plan, known as the Mesmer Plan, opened the era of the great development of nuclear power in France. At the time of the announcement of the Mesmer Plan, France built three nuclear reactors, and in the following 15 years, it built 56 nuclear reactors.

The "Mesmer Plan" is actually a French energy independent development plan. The French nation is a nation that advocates independence and freedom. They cannot accept the reality that their country’s energy depends on other countries and regions, especially the turbulent Middle East. At the same time, the people are aware that France’s own resources are very scarce. There is neither oil nor natural gas, and the only coal is almost exhausted. To achieve energy independence, nuclear energy is almost the only option. Therefore, although the implementation of the "Mesmer Plan" has not been subject to public and parliamentary debates, it was quickly accepted by the public once it was launched.
