II. Overview and scope of tender

2.1 Project Overview and Bidding Scope: Project Overview: According to the actual production and operation status of Fushun Petrochemical Company, in 2017, the medium-pressure hydrogenation and reforming of aromatics and other devices will be periodically overhauled to ensure the smooth operation of the device. The medium voltage device was completed and put into production in 2002, with a designed processing capacity of 120×104 tons/year and an hourly processing volume of 150 tons; the third oil plant 400,000 tons/year continuous reforming device is only imported from China with foreign patented technology and technology packages. Responsible for engineering design, equipment manufacturing, installation and construction of the first continuous reforming unit using domestic catalysts. The device was completed in April 1988. The 300,000 t/y aromatics plant of the Third Oil Plant is a follow-up to the 600,000 t/y continuous reformer. The scope of tendering mainly includes the following aspects: The bidding section is divided as follows: Section One: Fushun Petrochemical Company's oil plant No. 3, medium-pressure hydrogenation, and reforming of aromatics and other equipment in 2017 Equipment) (No. FSSH-GC-SC-2016-004) The third oil plant in 2017 stopped the overhaul of the medium-pressure hydrogenation unit. The scope of work includes the suspension and overhaul of 1.2 million tons/year medium-pressure hydrogenation unit. The construction includes the overhaul of the process equipment of the installation (process equipment such as towers, furnaces, reactors, tanks, heat exchangers, etc.), anti-corrosion and thermal insulation, civil construction, and testing aids. Weld repair, start and maintenance, fixed torque fastening, etc., main material purchase (the project does not include mechanical and electrical instrument repair and special equipment testing and heat exchanger tube bundle cleaning). For the details of the project, please refer to Appendix 1 “Failure for Maintenance and Repair of Medium-pressure Hydrogenation and Reforming of Aromatic Hydrocarbon Plants” of the Third Oil Plant of Fushun Petrochemical Company in 2017. 2.2 Construction site: Medium pressure hydrogenation and reforming of aromatics plants at the Third Oil Plant of Fushun Petrochemical Company. Area 2.3 Duration: The third oil plant in 2017 intends to conduct a comprehensive reprocessing of the 1.2 million tons/year medium-pressure hydrogenation unit, including major overhaul of the equipment under construction and routine repair of the facility. The medium-pressure hydrogenation unit will be inspected for a net period of 30 days. The planned start time will be May 17, 2017. The planned completion time will be June 16, 2017 (The specific start-up and stoppage time will be determined by Party A). The third oil refinery in 2017 will be fully reprocessed for the reforming of aromatics, boilers, and compressors, including the overhaul of equipment and the routine repair of facilities. The aromatizer and compression device shall be inspected for a 25-day maintenance period, a reformer and a power boiler for 20 days (the specific opening and stopping time shall be determined by Party A). 2.4 For details, see the tender documents numbered FSSH-GC-SC-2016-004 and FSSH-GC-SC-2016-006.

III. Bidder qualification requirements

3.1 Bidders with the following conditions may apply for bids: Contractors legally registered within the territory of the People's Republic of China and with independent legal personality; have the qualifications, ability and reputation to undertake the construction of the bid. 1. Qualification requirements: (1) It is an independent legal entity and has a valid business license; (2) It has an effective construction qualification of general contracting for construction of petrochemical engineering grades (or “Building Industry Qualification Standard” No. 159, 2014 Edition). (1) Qualification for the general contracting for the construction of petrochemical engineering (Class 1 and above) and Special Equipment Installation and Renovation and Maintenance License (Pressure Pipeline) (3); with an effective safety production license; (4) Appointed Project Manager with Class 1 Electromechanical Registration The qualification certificate of the construction engineer has an effective certificate for production safety evaluation and has not served as the project manager of other projects under construction; (5) There is a valid certificate for the construction contractor of China National Petroleum Corporation. 2. Financial requirements: In the past three years, the financial status was good (debt ratio, credit certification, operating profit and loss, etc.), and the audited financial status audit report of the accounting firm from January 1, 2013 to December 31, 2015 was provided. 3. Credit requirements: (1) Not ordered to suspend business; (2) Unqualified or suspended; (3) Assets not taken over or frozen; (4) From January 1, 2013 to the deadline for bid opening , No fraudulent bid or serious breach of contract or major project quality problems; (5) Not notified by the China National Petroleum Corporation and Fushun Petrochemical Company due to violation of discipline and the cancellation of bid qualifications. 4. Performance requirements: In the first five years, the requirements for the construction of a hydrogenation unit of a refinery company, the transformation, and the repair and maintenance of a bidding section are required. The requirements for the second tender section have the performance of reactor repair construction for refinery companies in the past five years. (Need to provide a valid certificate such as a bid notification or contract). 5. Performance ability: The bidder is required to have a fixed torque fastening capacity (provide a fixed torque wrench lease or purchase certificate and other home tightening solutions, a copy of the tightening torque calculation value). 3.2 This tender does not accept bids from the Commonwealth; illegal subcontracting and prohibition of subcontracting are prohibited. 3.3 The tenderee will conduct qualification review on the bidders in accordance with the qualification review requirements for tender documents.
