2. Project overview and scope of tender
2.1 Bidding content:
Recycled water treatment chemicals: circulating water corrosion and scale inhibitors, circulating water non-oxidizing fungicides, circulating water sludge removing agent, and annual forecasted consumption of 330 tons, 90 tons, 90 tons respectively
2.2 The above shall include the transportation, handling, dosing, service, and training of the purchased materials. The specific contents are detailed in the bidding documents.
2.3 Supply requirements: According to the actual use of the tenderer for the supply of goods, received from the tenderer within 24 hours of arrival at the scene with dosing conditions.
3. Bidder qualification requirements
3.1 The bidder must be an independent enterprise legal entity (manufacturer or its authorized agent) within the territory of the People's Republic of China, and has the qualification to independently conclude a contract, hold a valid business license, and the registered capital should not be less than RMB 5 million;
3.2 The bidder must pass ISO9001 quality certification, ISO14001 environmental management system certification and have a permit to discharge pollutants. (If the bidder is an agent, the manufacturer of the agent must have the above qualifications)
3.3 Performance requirements: Supply and service performance of circulating water treatment for units with 300 MW or above for 3 years (from June 2013 to June 2016) (Provide contract documents, including contact person and landline telephone And other contact methods);
3.4 The financial position is good, there are good bank credits and business reputation, and no bankruptcy or bankruptcy has been ordered, and the assets have not been reorganized, taken over or frozen;
3.5 There have been no lawsuits and arbitrations since 2012;
3.6 The bidder has not breached the contract in any contract in the past 3 years, or was executed, or the contract was cancelled due to the bidder's reasons;
3.7 The Bidder shall provide a qualified product test report issued by a qualified unit at or above the provincial level.
3.8 This tender does not accept bids from the Consortium. The same manufacturer can only authorize one agent to participate in the bid, and the manufacturer and its agents must not participate in the bid at the same time; if the bid is for the agent, the manufacturer must provide the sole authorisation for the project. And its related manufacturing capabilities qualification certification materials.
3.9 The Bidder shall provide proof of social insurance for the authorized representative of the project.
3.10 Bidders shall meet the following requirements for credibility:
1) Good bank credit and business reputation;
2) In the past three years, no falsification has occurred, and fraudulent actions such as successful bids and violations of lawsuits have been committed;
3) There have been no safety incidents in the past three years;
4) There is no bad record of Hebei Jiantou Group Company and its subsidiaries.
4. Acquisition of tender documents
4.1 Everyone who wishes to participate in tenders, please from November 15, 2016 to November 21, 2016, daily (except holidays) 9:00 am to 11:30 am, 2:00 pm to 5:00 pm (Beijing time, the same below), contact the bidding agency, and submit qualification documents.
4.2 Qualification document content
4.2.1 Authorized power of attorney for the legal representative of the project and identity card of the authorized person;
4.2.2 Business licenses, related qualification certificates, and other relevant documents that meet the bidder's qualification requirements;
4.2.3 Proof of performance information (certificate of contract for similar projects, which clearly shows the name, size, time, etc. of the project).
The above materials are used as qualification documents (see the attached bid registration form for detailed format). 4.3 Qualification documents must be submitted to the bidding agency before the deadline for purchase of tender documents.
